    Mandana Tishehyar is:

    • Iranian Ph.D. graduated from school of International Studies in Jawaharlal Nehru University (JNU) located in New Delhi, India.
    • She was a member of Foreign Policy Committee of Iran's Parliament Research Centre during 2001-2006 and a member of Institute of Strategic Studies in Tehran from 2008 to 2010.   
    • She is directing the bi-annual journal of International Politics.
    • She is also a member of Central Eurasia Program (CEP) in International Research Centre of University of Tehran.
    • She is working as Acting Director of Institute of Iran and Eurasia Studies (IRAS) since March 2013.
    • From November 2013, she began her new work as director of international academic cooperation in Allameh Tabataba’i University (ATU)

    Iran’s Position in Regional Economic Cooperation in Afghanistan

    based on Neo-regionalism Theory

    Abstract:

    Regional and continental convergence represents a contradiction in itself in an era that is known as the era of globalization. However, it is a fact that in the past decades political units while accepting globalization of some patterns, they also have tried to redefine their interests and identities in the regional frameworks.

    The new kind of regionalism that constructed identities and norms within the framework of institution building has considered being a new political discourse in the international era. In this new discourse, sometimes multiple identities have been defined in a geographical area and have overlapped each other. Subsequently, several layers of regionalism could be formed simultaneously with different functions and each country defines its regional relations according to its identity and interests in one or more layers.

    The main purpose of this paper is to analyze the potentialities and challenges of Iran’s participation in a regional economic cooperation to improve economic development programs in Afghanistan. The author will try to examine the idea of the importance of common identity as the basis of economic cooperation in the framework of neo-regionalism theory.

    Mr. Muhammad Irfan Shahzad is working as Lead Research Coordinator at the Institute of Policy Studies, Islamabad-Pakistan since July 01, 2008. He is leading a team of 15+ young and mid-career researchers and is also the Assistant Editor of the Institute’s flagship journal, Policy Perspectives. During the past about 15 years of association with this leading independent think-tank of the country’ (before 2008, he was serving as Research Coordinator for Globalization, Development, and China Section) he has specifically focused on China, Central Asia and Eurasia. Within Central Asia, his prime focus has been on Kazakhstan and Chinese policy towards the region. He is presently engaged in research (along with Dr. Akbota Zhaldesbekova of Eurasian National University, Astana) on the power-politics being played in the region in the name of revival of “Silk Road’ by China, Russia, the West led by the US and its Asian allies. He has co-edited/co-authored 7 volumes, more than 20 research articles, edited 25 six-monthly issues of the journal mentioned above; organized more than 50 conferences, and has partially contributed to some 100 reports/monographs produced by the Institute he is working with, over a period of 15 years. Mr. Irfan has also worked as a freelance journalist, contributing for national and international media outlets, contributing more 300 stories/articles, and his services have been recognized in the form a national and two international awards. He is a visiting faculty in a coupled of universities in Islamabad, and Yunnan University of Economics and Finance, Kunming-China.

    Dr. Punit Gaur is Visiting Professor at L.N. Gumilyov Eurasian National University, Astana, Kazakhstan. He is associated with CRRID as Associate Fellow and is engaged in a project “Central Asia between many Silk Roads: Indian Policy at the Crossroads” as Project Director, sponsored by ICSSR, Ministry of Human Resource Development, Government of India. Prior to this he was working as Assistant Professor with CRRID in the programme/project titled “Cooperative Development, Peace and Security in South and Central Asia” sponsored by Ministry of External Affairs, Government of India. He has published research papers in books and journals which have direct foreign policy implications for India.     Biography:

    Candidate of Political Sciences, Professor of the Academy of Military Science. 1990 graduate of the Moscow State Institute for International Relations (MGIMO). Former officer of the Soviet/Russian Ministry of Foreign Affairs. Dr. Kozyulin worked at Moscow News Review, later was a representative of the Republic State Enterprise "Kazspetsexport" in Russia. In 2000-2002 Dr. Kozyulin accomplished the Management of Military and Technical Cooperation Program in the Russian Academy for Foreign Trade and defended a thesis on Military Technical Cooperation as a Mechanism of Regional Stability in Central Asia. He maintains close contacts with CIS and foreign export companies. His research interests are Arms Trade Treaty, Russia's military and technical cooperation with foreign countries, stability in Central Asia and Afghanistan.
